Geospatial subproject build relies on external files which may sometimes be unavailable #884

The fdb-record-layer-spatial package relies on some external files for testing, and those files appear to have changed. We need to rethink our approach there (either changing the files or doing something like checking in the files (they are Creative Commons licensed)), but for now, we should disable the spatial build until we have that real solution.

In particular, it looks like one file we depend on, shapes_all_low.zip, has been removed from the website.

Looks like the artifact is back on the website, so we can probably re-enable.
