Add Timingsv2 #3

Timingsv1 is an awesome tool, and can help diagnose many performance problems. However, @aikar has added a brand new version called timingsv2 to paper which is even better. I think we should include this in Fountain to help server owners diagnose performance issues. @aikar Are you willing to MIT license the timingsv2 implementation in paper?

all of my work in Spigot/Paper is MIT.

Apparently we need to finish the entity API and a whole bunch of other stuff before we can do this :(
