Lapis caching supports a when and exptime parameter (http://leafo.net/lapis/reference/utilities.html#caching).

[x] cache (set when to true and exptime to 0) if :date has already occurred
[ ] if date has not occurred, set exptime to how long (in sec) until Kiritimati experiences that date

also look into "Last-Modifed' HTTP header or etags.
