Hi! "2.7.8l" - This is 16-bit version of the game. Probably Fantastic Worlds. 64-bit Windows cannot run 16-bit programs on the processor without the help of an emulator. So this patcher will not help anyway. If you want to play old "vanilla" versions of Civ2 then the option is to use virtual machine with 32-bit OS.
