DLL Error #11

How do I fix this? I had to reinstall windows recently. I didn't have this error before. Am I missing something? I have the steam version.

Are you using SweetFX? That kind of problem is caused by SweetFX. Take a look at issue #10

Same issue here on my new computer. On my old PC running windows 7 I had sweetfx installed and had no issues with getting this tool to run. After installing the game I replaced the entire game directory with the one from the old PC and I get this error.
