we need commands so that people who add the helper bot to their discord can filter the races they want to see. Ideas so far (and maybe these should be broken out into more issues):

Override filter: "see all races"
Filter on players: "add player i'm interested in", then only see races with that player
Filter on restream status: "see only races with restreams"

i ended up going with: you start by getting no races synced, and you can add "filters" to see races that match certain criteria

maybe i should call them criteria?
