main choices are like: do nothing about it except flag them as a drop. then pairings can say something like Player Name (dropped) to make things more obvious, and otherwise pairings jsut move forward
or else make byes always go to the lowest ranked player, which might have issues depending on seeding, but okay for not giving mid-rated players byes
