Duplicated Following Action #38

Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

Go the Edit NPC Actions tab of the NPC menu
Click on New Action
Add a Start/Stop Following action
repeat
Remove the action.
See that it remains

Expected behavior Not allowing multiple of the same action, causing confusion
