Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

Go to the action edit menu
look at the Start/Stop following tooltip
See a redundant delay tag

Expected behavior Not to have delay

Server(please complete the following information):

Server Software: [Paper]
Other Plugins: [Papi]
Version [e.g. 1.6-pre2]

Additional context Add any other context about the problem here. its a dev build :)
