Add SPE cDLC support for FASTER

Description

Just like stated in title, i tried to test my changes and it would download server files for arma and SPE, but for some reason it doesnt boot server

Motivation and Context

New cDLC was released today

How Has This Been Tested?

I builded the app and tried to download and launch server. Sadly, it dont want to launch on my pc for unknown reason 😢
