Make sure it's a public mod and that your account owns Arma 3.

when I use steamcmd directly, I can download the server file without problem

Same issue.

Following the suggestions found in the discord server, I deleted the sentries folder and the user.config file. Also assigned new, empty folders for the server and mods. None of this helped after several tries. And, of course, the steam account I use owns Arma 3.

I have the same issued, it keeps failing to connect.
