add forcedDifficulty option for server config

@ZHANGTIANYAO1 and @MiszczuZPolski how would you guys best see this implemented? In what page would you think it would best fit? The more info the better. i plan on working on projects this coming week/s

I suggest adding this option under Missions->Difficulty Settings, I believe there is some empty space. An option can be just a check box like force difficulty, and add another difficulty preset option like the one under missions
