Easy cloud deployment options

Need help setting up github actions for heroku/DI container registry. I don't know enough about these platforms to set these up confidently.

Heroku is ending free plans at the end of november. It was always difficult to use anyway...Need to come up with some alternatives.

Fly.io

• Setup/deploy from command line, OK for beginners
• Docs are good
• Supports persistent volumes with easy config
• Does not support build/pull from dockerhub -- bad

Trial Plan should be sufficient for running CM:

• 2 apps on, 1 vCPU w/ 256MB -- cm rings at less than 150MB for one bot/subreddit
• 1GB persistent volume, more than enough
• 160GB bandwidth, more than enough
