Change sub-resource order on `foxy-item-form`

On the foxy-item-form (in the context of editing a subscription, but this applies for all instances), the "Item Options" section should be moved to the 2nd position, below "Subscription".

If possible to go a little more advanced…  It'd be really slick to sort the resources (or "pseudo" resources; the subscription, line item discounts, and "cart" for instance aren't actually separate resources) that are non-empty above, and dim out (and/or hide by default) all the resources that don't exist. For instance, the subscription block is pointless noise if the item has no sub params.
