Users will sometimes experience an appearance of deployment of custom shipping code getting "stuck" in the legacy admin. We need to remedy the base issue, but for now we are adding a message for user to re-save their shipping settings to "unstick" it. We should do the same for new admin. I'm not sure exactly what that would look like or how to reproduce the issue in new admin, so we can start a discussion if it's not apparent.
