Update Java dependencies and recompile with Java 1.8

• [x] Update Java dependencies
• [x] Recompile edu.stanford.nlp.python.SUTimeWrapper with Java 1.8 as v1.4.0

I've tested the build with the following JVM versions on my MacBook:

• jdk1.8.0_202.jdk
• jdk-9.0.4.jdk
• jdk-10.0.2.jdk
• openjdk-11.jdk
• openjdk-12.jdk

This should finally hopefully fix #4.
