use system admin user and role for IT tests
introduce AdminRightRoleCache to reduce round-trips to the database
an admin user can only be deleted or the admin role can only be removed if at least one other user with an admin role remains in the database
an "admin-roles" is defined as: "a role, which has all system rights"
