Apply locale fix #602

DESCRIPTION

This PR fixes the bug where the user locale is not applied reliably and prevents unnecessary re-rendering of views which leads to several side effects like firing XHRs multiple times.

Additionally, I upgraded the pnpm support from 8 to 9.
