No mysql update of the AS to ISP map when csv files are updated before with git #10

If there is a new version of the two csv files and if you update your local git repository before executing update_asn_to_isp.sh, then timestamp of files will be the same, so wget will not download a new version (-N option). So the the script will not delete and import the new version of our mapping in sql.
