WIP: added frames url bar. #35

Right now it does not redirect to the watch page in part because the watch page is not working yet but also because I was running into trouble with the old-style build system when it came to including app/client/ts/util.ts in the tsx file. I'm hoping that @GrahamGoudeau's recent change will have fixed that.

There is some annoying space between the url bar and the top of the jumbotron on the discover page. It would be nice to get some help fixing it from someone better with css.
