This PR adds the ability to

upload a video via the upload page (and jankily note the frames ULR in the console)
use the FramesURLBar to paste that link in to the app
be brought to a very unstylish watch page where a video actually plays.

I should probably rebase against the maybe stuff that just got merged and then replace the nullable type that I have in Watch.tsx
