Drop the action parameter logic doesn't work when path is broken #1829

Describe the bug When the answerId, answerLoadAsCurrent are present in url and the path is broken - it causes a race condition and so answer doesn't loading correct (sometimes correct).

To Reproduce Steps to reproduce the behavior: As usual

Go to this page
Then I see "1234567" answer

Expected behavior

When the path is broken and answerId, answerLoadAsCurrent are present in url - it must load correct result
Cover case by e2e test

This is a quite minor issue.
