Done in this PR:

Added bootstrap for a visual upgrade
Added auto-redirect on the overview tab for (a) when there is no data to show, and (b) when the user is profiling

There is now a "welcome" page which I plan to use for onboarding. The bootstrap will come in handy for continued styling in a separate PR as well.
