Created a template using cookiecutter and a custom cli to add a new model

Almost done. Few minor comments. Flake test is failing don't if cookie cutter is the issue. If so maybe we can ignore that folder for tests! Can me merged after comments are addressed! We did so much work in last two weeks. GG mate
