[Feat]: Add cross-chain resources

Description

As the blockchain ecosystem continues to evolve, cross-chain technologies and bridges are becoming increasingly vital for interoperability among different networks. Currently, the free-Web3-resources repository provides an extensive collection of resources for various Web3 categories. However, it doesn't have a section for Cross-chain or Bridge resources.

Solution

I propose the addition of a new category titled "Cross-Chain" to the repository. This section could include:

• Educational material and documentation on cross-chain protocols.
• Tutorials or Case studies, or articles on the implementation of cross-chain solutions.
• Tools and libraries for developers to build cross-chain applications.
