Dataset GET /User returns inactive #218

As the flag already existed on the table, I must have glazed over this one while adding conditions to the other dataset queries. Literally 1 line of SQL to fix when there's time.

seems this fix is merged to master, but not updated on prod. Don't want to interrupt web and mobile app integration testing too much in the final stage of the project by wiping db too often. Will reopen if problem persists after updated
