CONTRIBUTING.md -> README.md #61

Adds CONTRIBUTING.md to README.md file and modifies PR template to include a checkbox.

I think this solves #14. What do you people think?

@lucaspbordignon, do you mean the actual answer to the problem? I'm not a big fan of this idea, since I usually review PR's from problems I haven't solved myself yet, and I wouldn't want to have spoilers like that (I tend to avoid even looking at the method of solution). And also, IMHO, it doesn't add much to the code/repo overall.
