Where <seg> elements wrap around <p> elements, we need to find a TEI-conformant alternative.

[ ] Locate these and study what/where they are
[ ] Output them in milestone style elements preserving the data in the XML chunk file.
[ ] Don't disturb master branch of fv-data with this--but experiment to see if changing this output is okay / doesn't disturb the migration of annotations.

Solved with our <longToken> strategy.
