Added a option to change between avif and webp for the emote file format.

Looks good to me, out of curiosity: Did you or others experience issues with Webp or is this mostly for file-size reasons? I've seen some emotes on 7TV's site that are actually bigger in Avif format compared to Webp, but having the option is nice for sure

@Lordmau5 Didn't have any problem, but there is some emotes with lots of moving pixels that has better quality on avif while also having smaller size so I wanted to try using the chat with avif.
