If you want 8.5 branch instead of v9, I can try pushing latest version of 8.5 (which is currently 8.5.41). Note that you would need to manually migrate your files, as explained by current package description. Does this work for you?
Not sure if it works or not until we have the option to try. :)

Is there a reason 8.5.12 fails specifically on choco 0.10.15 ? Is there any a way to resolve the issues itself?
@tek0011 I’m not aware of the changes in 0.10.15 and I’m not sure how to resolve the issue without updating the package. Sorry.
Hi everyone what faced this problem. You should set version 8.5.13 for choco to install tomcat 8.5.12. My workaround:
$env:chocolateyVersion="0.10.13"
Invoke-WebRequest https://chocolatey.org/install.ps1 -UseBasicParsing | Invoke-Expression
choco install tomcat --version 8.5.12 -Y
