Update and verify Developer Guide in the project wiki

All elements of the Developer Guide section of the project Wiki must be updated and verified.

Obtain permission before removing pages. Adding pages is encouraged where appropriate.

Verify that the Development Environment Setup instructions are correct by:

• Removing Android Studio, Java, Git, and any other program dependencies from your operating system.
• Deleting source code
• Following the Development Environment from the beginning as if on a new computer.

Make sure that there are clear instructions on the Wiki for:

• Compiling the application
• Deploying the backend to the madcap-dev site
• Accessing the Google Cloud console to inspect backend logs, the Data Store, or other needed cloud resources.
