Goal

Modify the Sei configured DVNs to use the Horizen DVN (0x87048402c32632b7c4d0a892d82bc1160e8b2393) instead of the Nethermind DVN (0xd24972c11f91c1bb9eaee97ec96bb9c33cf7af24).
