Update pull request template #228

Update the pull request template as follows:

  1. Update link to writing/reviewing template checklist to https://github.com/FredHutch/VISC-Documentation/blob/main/Writing_Reviewing/writing_reviewing_guidelines.md
  2. Add a "Documentation" section with checklist about updating README files (at top level of repo and within the assay/report folders)

@asatofh this is based on discussion you and I had reviewing the C101 B cell report. Please feel free to suggest other ways to improve the PR templates to make your life easier!
