Include pytorch in python #128

I believe there is a stable build now available on github.

+1 for PyTorch installation. The build can be a bit convoluted, but they've done a reasonable job of outlining how to do it: https://pytorch.org/.

there have been many attempts to build this, but PyTourch is so deeply linked to MKL toolkit that we will never be able to build it. The code is becoming more proprietory in how it links to math libraries. I am closing pytorch request
