Request Cairo 2.0 on rhino #130

Ticket: 163303: This ticket came from Mike. Here is what he asked for:

The latest cairo R package requires Cairo 2.0.  https://cran.r-project.org/web/packages/Cairo/index.html CRAN - Package Cairo cran.r-project.org Cairo: R graphics device using cairo graphics library for creating high-quality bitmap (PNG, JPEG, TIFF), vector (PDF, SVG, PostScript) and display (X11 and Win32) output

One of my R package depends on it and is currently failing the tests from the latest Bioconductor release . Can we have it installed on rhino? (sooner or later it will be requested by man others, I believe).

Cairo 2.0 does note exist. cairo-1.14 (os library) and Cairo-1.59 (R package) are built with our R release since R-3.4.x All newer R builds contain cairo.
