Request: Circlator #244

Ticket: 216445 Message: I tried to install circlator (http://sanger-pathogens.github.io/circlator/) my home directory and I got this error: Could not install packages due to an EnvironmentError: [Errno 30] Read-only file system:     So requesting installation on the cluster, or suggestions for a workaround so I can install it in my home directory. We’re hoping to use this to assemble bacterial genomes for a STI grant to develop vaccine for syphilis.   Thanks for your help!

Added circlator and its dependencys to Python/3.7.4-foss-2016b-fh1
