Please build GlobusConnectPersonal #342

There is an easyconfig for 2.3.6 in the repo. Version 3.1.1 is the current stable. Ironically, I think you will get 3.1.1 if you build the existing easyconfig but it will be called 2.3.6.

It is a dependency-free tarball install. There is a GUI option that requires tk/tcl, but we do not need that and the existing easyconfig does not include that dependency.
