Update Broad IGV and IGV tools #347

IGV and IGV Tools are a single package now. IGVTools module is depreciated. IGV only works with Java 11 http://software.broadinstitute.org/software/igv/download

Created module IGV/2.8.6 use igv.sh to start Genome Browser GUI command line use igvtools To Start the IGVTools GUI use: igvtools_gui
