respect xdg base directory specification #1407

would be cool if the config file would be in .config/ungit like suggested by the xdg base directory spec: https://specifications.freedesktop.org/basedir-spec/basedir-spec-latest.html

Ah... so .ungitrc we are using currently is a homage to .bashrc or others and I don't think these are traditionally store in the user's home directory.

Is there a particular reason for this?
