Implement audit archiving, or disable relevant UI elements until we do #12

We have backend (and some client-side) machinery in place to support multiple audits, "archiving" audits, and restarting them.

We should:

  1. Decide if we actually want this feature.
  2. Until it is implemented, hide the relevant UI elements (tabs, buttons, &c).

We will wait to get input from auditors and EOs before we decide to add this feature. For the moment, hide or stub out all relevant UI elements.
