OpenRLA license #25

Before we make this repository public, we must put in place a license on this work.

Potential candidates:

OSET Public License, based on the Mozilla Public License, and designed to define the legal terms of use for software to be acquired by state and local government organizations engaged in conducting or supporting elections
Apache: MIT-like but addresses patents to some degree
MIT: the most popular, especially if you want everyone including vendors to just be able to use this code
GPLv3: share and share alike classic

For comparison: LA VOTING SYSTEMS ASSESSMENT PROJECT (VSAP) RFI p. 25:

RR/CC is considering a Copyleft type of license such as GNU General Public License (GPL) or OSET Public License (OPL), that promotes “forever free” provisions, however it has not ruled out the use of more “permissive” open source licenses, such as the Mozilla Public License Version 2.0 (MPL), the Apache License, Version 2.0 (ALv2), the BSD 3.0 or MIT licenses.

We have dropped in our standard LICENSE file for all F&F projects. It specifies that public authorities running public elections can have BSD, but can ask for something else. Others have GPLv3.
