Allow nominations of specific ballots to be targeted for audit

Implement a targeted ballot nomination, decision, interpretation, resolution workflow. Handle it separately from the RLA. Details to be worked out, including what information is released and how to aid those making nominations. E.g. release MarkDensity information.
