Hide contest outcome section, move to own dialog, tab?

Right now, the "Contest Outcomes" section in the "Election" tab is always displayed, even when there is nothing to fill in or display. When it is displayed, it takes up an excessive amount of vertical space, hiding other UI elements.

Instead:

1. Don't display the section at all until all contests and candidates have been defined via manifest uploads.
2. The section should have a "hide" toggle, be kept inside its own button-accessible dialog (like the manifest "View" buttons), or given its own tab.

I suggest for the moment it is given its own tab, and that tab's display holds placeholder text prior to a manifest being provided. E.g., "This contest has no outcome. Import an election manifest to get started!".

Note that there may be hundreds of contests. Some sort of filtering or sorting will eventually be desirable.
