Compute an initial sample size estimate
Indicates "ballots to go" based on current sample size

@nealmcb, for a first pass, I am going to display exactly one ASN/sample size: the one determined by the smallest fractional margin in the contests under audit. We can later display per-contest estimated sample sizes (perhaps not prominently), if desired.
