Election never starts at station because it is busy receiving the SyncCommand #2

When you add a station in the managerOverviewPage, it gets connected, but the election never starts as it is busy receiving the SyncCommand.

This could be solved by having a wait-command that notifies the manager when the station that just got connected has synchronized the database

The problem occurs in PublicKeyExchangeCommand at line 46-49 where line 49 isn't properly received by the station and therefore the election doesn't start at the election
