Functionality to print voter cards in the manager UI #26

Make the functionality to print a voter card as easy as possible, as it is stated in the law that the voter must be given a new voter card if asked for.

This functionality should be in the manager UI because the manager is the only on who should be able to print voter cards on the Election Day.
