Add column for timestamp in the database #27

This is a further development of issue #22 . Add column for timestamp of the lastest change of the specific row in the database.

Instead of having a "Created" and an "Edited" timestamp it could be sufficient to have a single timestamp that changes if the row is edited.

(The rows in the voter list can be edited manually by the mananger)
