More information of the voters' eligibility in the manager UI #28

Make it possible for the manager station to view the reason why a voter cannot be registered at the voting venue. This should be possible at both the manager and the station in the event of a 'fixed table' mode . Reasons can be:

Voter has voted
Voter must vote at another voting venue
Voter is not eligible to vote
