Update index.md with better subtitle for Design Guide section #76

Hi there ! A small update to the Design Guide section, with a wider emphasis on UI/UX and not only "visual elements". What do you think ?

Don't know what going on with the pre-commit CI check... Should I do something ?

Edit: since 5th September, all or most pre-commit CI checks are failling anyways =D

Second Edit: when pre-commit run on my local DevelopersHandbook clone, I got An unexpected error has occurred: CalledProcessError: command: ('/usr/bin/git', 'fetch', 'origin', '--tags') return code: 128

Third Edit: will close this PR and try a new one =P
