[CadbaseLibrary] move to workbench (https://github.com/mnnxp/cadbaselibrary-freecad) #163

As recommended in PR https://github.com/FreeCAD/FreeCAD-macros/pull/155, the CadbaseLibrary macro has been converted to a workbench and added to the corresponding repository with PR https://github.com/FreeCAD/FreeCAD-addons/pull/277.

Looks pretty straight-forward as it removes the macro from the repo. I'll merge this.
